The Government of Bihar, on August 11, 2026, issued S.O. 187 under Section 119 of the Occupational Safety, Health and Working Conditions Code, 2020, appointing all Inspectors of Factories as Single Licensing Officers within their prescribed jurisdiction. They are authorised to issue a single licence for establishments for which the State Government is the appropriate Government.
Where an employer applies for a single licence covering a factory and a bidi establishment, contract labour, or any combination thereof, the Single Licensing Officer shall issue the licence after obtaining the consent of the concerned Labour Superintendent.
The notification shall come into force from the date of its publication in the Bihar Gazette, thereby operationalising the single-licensing mechanism for covered establishments under the OSHWC Code in Bihar.
